 Thanks for the report, and welcome to Trac.

 My first thought, is that maybe this is related to #37989, but in that
 case the images are still showing up in the library, and can be embedded
 into posts without a problem. It sound like you're saying the images are
 never added to the media library.

 I'm not able to reproduce the exact issue as you've described. Can you
 summarize exactly what happens when you upload one of these files to the
 media library—are you seeing any error messages or anything, or does the
 file just not show up? Any additional info you could provide would be
 helpful.
