Comment:

 Looks like a conflict with one of your Tevolution (?) plugins or your
 theme, the button has clearly some styling that doesn't come from core and
 probably a JS error too. Does it still happen with all plugins disabled
 and a default theme (for example Twenty Sixteen or Twenty Fifteen)
 activated?
