 I think we may disagree at a pretty low level about hover and focus being
 different - I find them to frequently be the same meaning: "this is where
 you are currently navigated to", whether that's with a mouse pointer or
 keyboard/whatever focus. This also ends up reflected when you click on a
 thing you were hovering on, which will get the focus style - sometimes
 this is fine, but it's more often very distracted, leading to people doing
 things like blurring after a click and so forth. I guess coming from this
 angle, I don't see a compelling reason in this instance to make the two
 different. It's not like better contrast only benefits keyboard users.
