 As the primary purpose of WordPress' Grunt file is to build
 `https://build.svn.wordpress.org/` from
 `https://develop.svn.wordpress.org/` via `grunt build` I don't think
 changing this default functionality should occur in this ticket.

 There are quite possible enhancements that could be made to the Grunt
 tasks to aid developers and committers to speed up some of the current
 tasks and default task, though as make.w.org/systems would need to be
 involved in any changes to the current default task some planning and lead
 time for make/systems would be beneficial and a new ticket be created to
 discuss this further.
