 /wp-admin/js/customize-controls.js#L4246-L4255 other setup] that goes on
 in `customize-controls.js` at that point, but I suppose that
 `toggleFrontPageSectionsControl()` function could be pulled out of there
 and run whenever the `static_front_page` section is opened instead.
