 I've installed and tested 38185.3.patch and it adds the Span with the text
 notification.

 However, when the indicator is hidden, it is not set to display: none

 rather the height is set to 0:

 I didn't test this with a screen reader, but as per the comments from
 above looks like we need to have it display: none to prevent screen
 readers from reading this text.
