 No clue what I was doing yesterday, but just ignore
 [attachment:36901.4.diff].  In [attachment:36901.5.diff] I fixed the back-
 compat with the `check_comment_flood` action that I keep breaking (doh!)
 and also include the `$avoid_die` param for the `check_comment_flood`
 action.
