 Don't think anybody should be modifying `$wp_filter` directly in any case.
 Do you think it is a good idea to add "Doing it wrong..." somewhere?
 Perhaps in `WP_Hook::build_preinitialized_hooks()` as it exists to fix
 that "bad behavior".
