Comment:

 A function is needed for a plugin to facilitate writing to `custom_css`
 posts without having to bootstrap the customizer. This facilitates plugins
 that migrate CSS into the `custom_css` post type, and it will facilitate
 updating `custom_css` posts via the REST API and WP-CLI. See
