 I added a new patch to load the `item-quick-press-draft` template in the
 footer, like we do with most other underscore.js templates. I also
 simplified the output function to just include `id="quick-press-drafts"`
 below the form, as we don't need the other PHP function now as
 `wp_dashboard_print_recent_drafts_template` is hooked to `admin_footer`
