 Actually, will also omit the changes to `src/wp-admin/js/customize-
 controls.js` since the behavior of focusing on the back button doesn't
 actually seem functionally different even with the patch - we should
 handle that in a separate ticket and spend time figuring out the correct
 behavior and a patch that works.
