Comment:

 Related: #38025, #37181.

 I think now is a good time to revisit this idea. `WP_Network` and
 `WP_Network_Query` are mature, and the metadata API is easier to
 understand & interact with than the `alloptions` cache approach of yore.

 Reopening for future multisite discussion.
