 Version: 4.7-beta2-39149

 On a multisite using bleeding edge nightly builds, I am now denied access
 to wp-admin, even as as a super admin user.

 I downgraded to WP 4.6.1 using FTP and was immediately allowed in. After
 again upgrading to 4.7-beta2-39149 (using the beta plugin) I was
 immediately shut out.
