Comment:

 This was discussed in today's #design chat, with general (not complete)
 agreement with @folletto. Let's make these visible by default and relabel
 "Collapse" to "Hide Controls" (@melchoyce will make a separate ticket for
 that). I think the best route for small screens is to always show the
 shortcuts for now. Because of concerns around small screen and theme
 compat, we should continue to explore methods of hiding just the shortcuts
 as opposed to all controls, but I don't find that to be immediately
 necessary and would like for this to be more prominent in beta 2 for
 testing and reports against themes.
