 @folletto yes, what I meant is on mobile the “Preview” button is all that
 is displayed. There is no “Collapse” button on mobile. The “Preview”
 button serves as “Collapse” in mobile. So if the edit shortcuts were tied
 to the collapse button, then on mobile there would be no way to show the
 preview ''and'' have the edit shortcuts displayed.

 Even so, if the buttons are persistently shown unless the user collapses
 the controls, then when they switch to a new theme to see how it looks,
 they're not going to see how it looks since the edit shortcuts would be
 cluttering up the view. They'd have to know to click Collapse, and in my
 experience very few users know about this.
