 Right. We've discussed a bit tooltips in the accessibility team and I
 think I can say we see them as something to (maybe) implement just for UI
 controls represented with icons. So in this case they would be used just
 to convey a very short, informative, text about the control purpose. Not
 to convey a big chunk of text like a Help text. There are ways to build
 accessible tooltips, see for example the GitHub ones:

 I agree the current Help tabs would need some re-thinking :) and maybe a
 way to programmatically open a specific Help tab.
