New description:

 Now the the Site Icon feature is bundled in core, I think it makes perfect
 sense to include the Custom Logo feature as well. It's already part of
 Jetpack, just like the Site Icon feature was previously, and it's an
 important aspect of almost every modern website.

 With this not being part of core, theme authors are forced to either roll
 their own, add support for the feature in Jetpack, or do a combination of
 the above by rolling their own which falls back to the Jetpack module if
 it's active.

 IMO this is a pretty lousy situation which could be fixed by improving the
 code in the Jetpack module and rolling into core as a new feature.
