 Hi @lukecavanagh

 I'm personally not a fan of this, and I don't see this functionality as
 being something which would be advantageous to the majority of users.
 Another way of looking at this would be to store inactive plugins into
 `plugins-inactive` and only have active plugins in `plugins`.

 A plugin could add such behaviours to WordPress if need be, it could also
 install "archived plugins" on-the-fly from WordPress.org rather than
 keeping them on disk.

 i'm marking this as a `wontfix` simply due to it's limited use-cases and
 better suited to a plugin. Discussion on the ticket can continue, and in
 the event a use-case can be offered that would be useful to the majority
 of WordPress users, can be re-opened.
