 Hi @bynicolas, welcome to Trac!

 [source:tags/4.5.3/src/wp-includes/functions.php#L68 Line 68] looks
 correct to me as is. WordPress works with dates in UTC internally, see
 [source:tags/4.5.3/src/wp-settings.php#L51 wp-settings.php].
