 So on the initial add plugin page - https://cloudup.com/cmxF7nmiL8P

 I can do a string search but the dropdown to select 'Tag, Keyword or
 author' isn't there by default.

 After I search, the dropdown appears (this design is also present on
 W.org)

 I don't think this works for a good user experience.
 * As a user, I wouldn't know what the initial search was based on. Is it
 keyword? Tag? Or Author? I don't know.
 * Essentially to get to a 'tag' search, I would have to fail on the
 keyword search first

 Proposal
 * Restore the dropdown to be on the actual 'Add New Plugin' page

 Happy to write a patch if need be
