 We had a discussion at the Day of REST conference about the REST API
 endpoints for menus and widgets (yet to be built), and have identified
 some opportunities for these two constructs to be more aligned in how they
 are interacted with. Introducing widget groups to be analogous to nav
 menus (as sidebars are to nav menu locations) is one way they can be more
