 I would be more worried about the ratio of text to background (`#191e23`
 to `#ddd`, 12.36:1) and border to page background (`#0073aa` to `#eee`,
 4.49:1) than border to focus background. Ultimately, users should be able
 to see the icon even when hovered/focused, and on focus at minimum the
 presence of a marker where there was previously background should be
 discernible even if it can't be distinguished from the adjacent background
 color change. Per the previous discussions, there are a few compromises
 here but I think there's a pretty good balance of considerations here now.
