 Hi All,

 We are doing something very similar for our implementation of WordPress.
 If nobody has claimed this, we can probably take this ticket and be
 aligned with the April 4.5 Release.  Anyone working on this already?

 This is the first time we as a company (InMotion Hosting) would be doing
 core tickets but we have done lots of work on WordPress and in the
 Customizer for our BoldGrid suite of plugins and themes.  Happy to provide
 example work if that helps.

 Let me know and I will have the developer responsible for this find you on
 #core-customize to understand how you want us to go forward.

 Our internal ticket is described below, but it is open to modification
 based on feedback to fit core:

 In the Customizer, add a new panel to the WordPress widget areas section
 tentatively named "Inactive Widgets". The inactive widgets should contain
 all configured widgets that are not currently assigned to areas.

 Additionally, while viewing active widgets the options for a widget will
 be the following: Deactivate | Move and Close (Right justified).

 While viewing inactive widgets the options for a widget will be the
 following: Delete | Move and Close (Right Justified).

 Deactivate will remove the a widget from an area. Delete will permanently
 remove a widget configuration from the database.
 Move will inherit the functionality of Reorder > Move.
