 Hi @ bizurkur, welcome to WordPress Trac!

 The functions were introduced fairly recently, in an age where HTML5 had
 already become the de-facto standard. I think making them compatible with
 older versions of HTML would be a disservice to advancing modern web
 technologies.

 Given how tightly integrated markup and styling is in themes, I doubt
 there are a lot of themes authors who will go through the trouble to
 retrofitting their non-HTML5 themes with these functions. Look at it as an
 incentive for these older themes to switch to HTML5!
