Comment:

 In [attachment:35206.2.diff]:

 * consistent whitespace for `wp_nav_menu` falling back to `wp_page_menu`
 * new boolean option for both functions `whitespace`
 * unit tests
 * bit of a tidy up of the whitespace

 I'm not entirely happy with `whitespace` as the option name for
 suppressing/including it. Would love suggestions.
