 I guess the question is, then...  who is the user? The one who downloads,
 installs, and expects their website/theme installation to run as they
 define? Or, the visitor or editor of that website?

 I vote that the webmaster is the "user" and therefore the image defaults
 overrides set by my default theme should override any visitor or editor's
 choices on initial load of edit screens.
