Comment:

 I was about to suggest that we close this ticket, and then I saw my
 comment doing just that from 3 months ago.

 Reiterating my thoughts, a significant amount of work would be required to
 refactor the menus screen in the admin to be properly performant. This
 work has already been done in the context of the customizer, along with a
 UX redesign, taking thousands of hours and over a year of work. I haven't
 seen any interest in applying a similar effort here, but that could be
 done in the future if someone is compelled to do so.

 The biggest issue that this fixes is unblocking things like the ability to
 add custom fields to nav menu items; however, that is already unblocked
 for the customizer UI and can be addressed in #18584 when those that need
 said hooks are able to provide input there.
