New description:

 This was first noticed when bulk adding pages to an existing menu. Instead
 of the page title, the menu item uses a 15 digit number as its name and
 slug. This affected all attempts to add and edit menu items during a three
 hour session, whether by bulk or individually. Deleting and re-adding
 items did not help.

 This happened on two sites. One a local MAMP install and the other on AWS.
 One was created from the other via export/import. The import was done days
 before the bug was seen. Both sites exhibited the problem during a

 The next day, the MAMP install no longer exhibited the bug. Existing items
 retained their numbers, but and edit flow started behaving properly. The

 I poked around the XHR request. The POST goes out fine. The response comes
 back with a number instead of the requested title. A quick peek in the DB
 at nav_menu_item post types revealed numbers instead of titles there too.
