 Hi there, and welcome to Trac.

 Trac is focused on enhancements and bugs in the WordPress core software,
 where as the things you are mentioning are server configurations.

 The changing of memory values is done on the server, either by your self
 (See http://php.net/manual/en/ini.core.php for details) or, as is the most
 common case, by your host.

 If you do get stuck at any point do feel free to open a topic in our
 support forums at https://wordpress.org/support and one of our volunteers
 may be able to help you, but unfortunately Trac is not the place for this.
