 I feel like in certain places where it seems like there should be a
 separator between controls, the real issue may be that those controls
 don't belong in the same section in the first place.  We would also want
 to be careful about improving separation without introducing visual noise.
 I wonder if improving control label (title) styling might be a better way
 to address the underlying problem.
