 At the WordCamp USA, a suggested idea about themes in a multisite context
 was to allow network administrators (that have manage_network_themes cap)
 to network enable themes on the site level.

 So I have made a patch to handle this. You can now activate a theme on a
 site on two actions (first network activate, then activate for the site)
 on the same page. Maybe it could be better to handle this in just one
 action, and just network activate the theme if it's not yet activated
 before site activation.
