 If a visitor pauses the video header, they most likely expect it to remain
 paused through the duration of their visit. Whether it's paused for
 accessibility reasons or they just find it distracting, it can be annoying
 to have it restart on refresh or when returning to the homepage. It can be
 especially troublesome when the video header is activated for every page
 on a site.

 I've seen it mentioned in a few places, but it would be nice if the paused
 state was remembered between requests.
