 Thanks Josh.  Over the last number of releases, WordPress has made an
 explicit decision to

 remove title attributes] through out core.  The
 [https://www.w3.org/TR/html/dom.html#the-title-attribute W3C explicitly
 points out that title attributes can be problematic] in the HTML spec. If
 the tester you worked with comes back with some more information, please
 comment and share it.  Conversation can always continue while ticket is
 closed.
