Comment:

 Dragging image thumbnails to rearrange them in the gallery tab in the
 media popup works as expected here. Tested in Chrome 52.0.2743.116 m
 Win10.

 Please follow the standard troubleshooting: clear browser cache, turn off
 plugins, switch to a default theme, turn off browser extensions, then try
 again. If you're still having problems, maybe try on another computer
 or/and another version of Chrome (if possible).

 Closing this as worksborme. Feel free to reopen with steps to consistently
 reproduce.
