 I don't think that this is something that can be done based purely on
 query string. Imagine the case where you have a plugin to limit login
 attempts. Should you be able to get around that purely based on a QS?  Or
 a caching plugin?

 That means in my eyes, it needs to be done in code which makes me wonder
 why  [comment:15 nacin's] suggestion to just rename the plugins folder
 doesn't solve this.
