 Set the filters to something that includes the strings you want ("Waiting
 approval" or "Any") and then use the dropdown that @ocean90 mentioned. I
 have just successfully downloaded such a PO file, for example through this
 URL: https://translate.wordpress.org/projects/wp-plugins/add-from-
 server/stable/pl/default?filters%5Bstatus%5D=either
