Comment:

 This is a problem for me on all my websites since updating to 4.5

 The one thing that has worked was adding this

 SetEnv MAGICK_THREAD_LIMIT 1

 to the top of my htaccess file

 Please Wordpress fix this properly with an update. Thanks.
