 Isn't Matt and team working towards getting hosts to upgrade their PHP
 versions?

 I can't help but see that a lot of the discussions have been developer
 based and that really does not much for our largest audience - the normal
 users.

 8.3% of our people ( https://wordpress.org/about/stats/ ) still use PHP
 5.2 and that's hundreds of thousands of sites.

 Realistically, you can't tell hundreds of thousands of webmasters that
 hey, now you can no longer update because your host's PHP version is out
 of date.

 Whatever strategy we come up with here needs direct collaboration from the
 hosts -

 Perhaps part of the strategy would be -

 If you want in on this page - https://wordpress.org/hosting/ you have to
 keep your PHP versions upgrades to a certain schedule
