 Tests: Share test fixtures in multisite bootstrap tests

 * Remove unnecessary `setUp` and `tearDown` methods.
 * Create networks and sites in `wpSetupBeforeClass` to share throughout.
 * Destroy networks and sites in `wpTearDownAfterClass` to unpollute.
