Comment:

 I'm pretty sure that this functionality previously existed in the pre-
 media-modal (pre-4.1) iteration of the Customizer image controls. I'd
 start with WP_Customize_Media_Control (which also covers the image and
 background controls) and let it come to the header control once that's
 updated to extend the core chain of controls.
