 We have `reorderModeOn` and `reorderModeOff` for `wp.a11y.speak()` and
 `reorderLabelOn` and `reorderLabelOff` as labels. But only for Menus in
 Customizer. It would be nice to add this functionality also for the same
 `Reorder` button for Widgets in Customizer.
