 I'd agree the button should stay visible and enabled while clearing the
 list, to avoid focus loss. About the second issue, personally I like
 interfaces that show controls only when you need them so I wouldn't
 display the button when the list is initially empty but I'll leave this to
 people more expert than me about UI design :)
