 Looking at the [https://irclogs.wordpress.org/chanlog.php?channel
 =wordpress-dev&day=2014-03-04&sort=asc#m803611 IRC discussion],
 `pre_set_transient_{$transient}_expiration` is still a potential namespace
 conflict, which we were trying to avoid.

 Let's go with `expiration_of_(site_)transient_{$transient}`.
