 {{{wp_dropdown_categories}}} uses {{{Walker_Category}}},  is it therefore
 only a function that should be used in the admin?  Since it's parent file,
 {{{category-template.php}}} is found in {{{wp-includes}}} and not {{{wp-
 admin}}} it seems reasonable to me that developers would assume Walker
 classes would be exposed for use in places other than the admin ;)
