 Yep. I have a work-in-progress patch, but making a general “selective
 refresh” framework that can be used for nav menus, widgets, and any other
 thing that needs to be re-rendered via PHP is going to take time to nail,
 and it will require community testing to make sure the use cases are
 accounted for. So yeah, this needs feature plugin.
