 I'll let Jeremy provide his thoughts, I just wanted to provide some
 background. The intention of the barrier is to make it hard to set up
 multisite. The thought is if you can't figure out how to add a constant
 and modify config files [and generally be somewhat familiar with code]
 then you shouldn't be running multisite.
