 We had also some discussion about `! ( defined(
 'DO_NOT_UPGRADE_GLOBAL_TABLES' ) && DO_NOT_UPGRADE_GLOBAL_TABLES )` and
 decided that `! defined( 'DO_NOT_UPGRADE_GLOBAL_TABLES' )` is enough.
 Should be changed in [32380] too.
