 Add ARIA landmarks to identify regions in the admin screens:
 - navigation
 - navigation
 - main
 - contentinfo
 Use aria-label attributes on the 2 navigation roles and remove a couple of
 duplicated roles, to disambiguate the 2 navigation roles.

 Landmarks help assistive technology users orient themselves to a page and
 help them navigate easily to various sections of a page. They also provide
 an easy way to skip over blocks of content.
