 TinyMCE:
 - Abstract the code for creating floating toolbars.
 - Introduce `editor.wp` namespace to hold exported methods from our
 plugins.
 - Create the wpView toolbar(s) with the new method. This makes them work
 the same as the image toolbar: shortcuts, esc key, etc.
