 My reflex is to like the Dashboard and Home pairing, and obviously the W
 menu needs to be shown on small screens now that it actually does
 something. In production, the W menu is not shown on small screens since
 it contributes nothing to flow (in fact, its offsite links harm flow).

 Putting Dashboard up top means pulling it from the W menu, which creates a
 difference between the front page W menu and the admin W menu. Visiting
 index.php is done via the Dashboard icon but visiting other admin pages is
 done via the W menu. The behavior of Dashboard is changed vs. production.
 Currently it opens a menu of wp-admin links. The new behavior will take
 you straight to wp-admin/index.php.

 I'm digesting all of that. I'm fond of the current Home, Dashboard icon
 pairing. This would be an even more straightforward pairing since they'll
 both be direct links. I like that they're both up top providing extra
 context and a clear way to the other side.

 Flow testing notes (rough):

 Start on the front page. Tap + to create a post. Publish that post and
 then come back around to the front page. What route did you take back? Did
 the toolbar assist that flow? If you're on desktop, the toolbar will show
 View Post or View Page when in the editor. After publishing, you can use
 that toolbar View link to get back. Mobile doesn't have View Post/Page in
 the toolbar. Another route back is the View Post link in the save/publish
 notification. Or, the View Post button in the Permalink edit area. Or,
 just tap the Home icon if you're not interested in traversing to the
 permalink page. Maybe seeing the post in the context of the front page is
 sufficient to you.

 Start on a post's permalink page. Tap the Edit icon in the toolbar to edit
 the post. Save and work your way back to the front. Were you able to get
 back to your post with a tap? Two taps? Did the toolbar help?

 Customize your site's title and tagline from the front page. Work your way
 back to where you started.

 Test front-to-back-to-front flow.
